What installing a pedestal involves
A pedestal is a groundwork job as much as an electrical one. The unit needs a base, the cable needs a route to it, and on an existing car park that route usually crosses surfacing somebody cares about.
The cheapest time to do this is when the ground is already open, which is why we push sites to lay containment for the bays they will want later while the trenches are dug for the ones they want now.

Payment, lighting and public use
The Quantum takes contactless payment and has lighting built in, which is what makes it the usual answer for a car park used by people who do not work there. If the bays are open to the public, the payment route and the accessible bay layout matter as much as the charging.

Two bays from one unit
The twin socket version serves two bays from one pedestal and one groundwork run, which is normally the better value per bay than two single units. It also halves the number of things to maintain.
